Toronto Police Service engaged Eastern Construction for construction of the 11 Division Facility in October 2009. The site is located at 2054 Davenport Road where an existing elementary school is no longer in service. Part of the design includes keeping a portion of the original school, built in 1913. Demolition work and site services included the installation of a temporary shoring system constructed of structural steel, 50,000 liter storm water holding tank and Stormtech chamber. The temporary shoring system was used to maintain the existing building façade during the construction process, while the storm water tank was used for grey water and the irrigation system.

Building parameters included approximately 67,000 square feet of space, LEED Certification, Sally Port, Gas Station, Green Roof and a Geo-thermal field.
